SpotLight Demo. How the trick is done.

There are 3 markers which are have the Renderer -> Self Lit property set to 100.
Unfortunately you can't set a radius on these. These markers have a custom stim
source (TrackStim) and a receptron for the same. The receptron makes the marker
teleport to the security camera. Each marker has a different teleport effect setting.
One teleports to the camera, but 26 feet away in the X direction. Another does the
same thing, but 15 feet away, and the last one 10 feet. You'd have to tune this for
your particular FM, having a marker pass over objects in the path, to make it look
more realistic. (Don't pass it in front of a solid object, you won't get a shadow!)
You might need more or less markers. It's important to prevent the light markers from
passing through a solid, they'll get stuck. The stims happen every 50 milliseconds,
so the light appears to move smoothly.

I replaced the normal security camera with a pipe. The security camera
is an AI, so the S&R doesn't work the way you'd expect it to. If you set it up for
the Security Camera, the markers teleport to one position and stay there. They don't
track the cameras motion. Although you could do some kind of CreatureAttachment
link to a marker on the camera. Then set up the stims to teleport relative to the
marker.

The markers just teleport themselves relative to the pipe (camera), every 50 ms.
There's a Rotate Tweq setting on the 'camera', to make it act like a security camera.
And that's it.
